The white coating isn't dust, it's powdery mildew

While it often starts as a light white film on the leaves, heavier infections can reduce a shrub's vigor, affect its appearance, and cause premature leaf drop. Late summer is a good time to keep an eye out for powdery mildew on susceptible shrubs, as symptoms often become more noticeable this time of year.
