Do I need a minimum number of plants for a care plan?

There is no minimum number of trees and shrubs necessary. The creation of a Tree and Shrub Care Plan is driven by your tree and shrub care needs and desires, not how many there are. Small tree and shrub populations deserve the same amount of planning as larger populations.
