We have large Leyland Cypress roots coming through an asphalt path. The trees are probably over 30 years old. The roots are a safety hazard for those using the path. We want to shave off the roots and redo the asphalt. How much will the roots come back?

It very much depends on how far the path is from the stem of the tree. You would not want to cut roots that are larger than 30% of the main stem. If they are smaller roots, you may have the option of cutting them and installing a root barrier which would help direct any new roots downward.
