This morning I heard a commercial on the radio that described our Birch tree: the top is dead. The tree is about 15 feet tall. What should we do?

The Birch you have at only 15 feet is most likely a young tree. If it has lost more than 25% of its overall leaf structure it may not be salvageable. The best thing, and at no cost to you is to have us asses the tree.
